The EAC GC Summit 2027 will host the “Summit Spring Meetings,” a technical assembly of Central Bank Governors and Ministers of Finance. The first issue on this technical agenda is the “Harmonization of Monetary Policy for Trade Stability.” The discussion will center on stabilizing the exchange rates between the EAC currencies to protect manufacturers from volatility. The Spring Meetings will explore the establishment of a regional settlement currency or the expansion of the EAC’s local currency trading desks. This is essential infrastructure for the $20 billion deal target, as foreign investors require certainty that their dividends and repatriations will not be eroded by currency shocks.

The second critical issue for the Spring Meetings is “Infrastructure Debt Financing and Public-Private Partnerships (PPPs).” The Meetings will scrutinize the pipeline of regional infrastructure projects—ports, rail, and transmission lines—that underpin the trade theme. The focus is on moving away from sovereign borrowing toward project finance models. The EAC GC Summit 2027 provides the venue for Finance Ministers to meet directly with the head of the US Development Finance Corporation (DFC) and the European Investment Bank (EIB) to de-bottleneck the legal frameworks that are delaying the financial close of critical transport corridors.

The third issue to be debated in the Spring Meetings is “Climate Risk and Food Inflation.” The finance leads will discuss the creation of a regional emergency food reserve fund. This is not a handout but a trade facilitation tool. If we cannot manage drought, we cannot guarantee export contracts. The EAC GC Summit 2027 uses the Spring Meetings to link the agriculture sector track with macro-economic policy. By creating a mechanism to insure smallholder farmers against climate shocks, the Ministers will provide the security necessary for international food buyers to sign long-term supply agreements with EAC producers.
